How to Obtain an NUPRC Permit in Nigeria: Requirements, Categories and Application Process

Are you planning to provide services to companies operating in Nigeria’s oil and gas industry?

Before your company can undertake work that requires an Oil and Gas Industry Service Permit, it is important to understand the applicable permit category, documentation requirements and application process.

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) administers the Oil and Gas Industry Service Permit (OGISP) application process through its online portal. The permit is relevant to companies providing services to the oil and gas industry, and the applicable requirements depend on the category of service for which the company applies.

For businesses seeking to enter the sector, the process involves more than paying an application fee. Applicants must identify the appropriate category, complete the application and submit the required corporate and supporting documents. Applying under an unsuitable category or submitting incomplete documentation can create avoidable delays.

This guide explains the OGISP permit categories, documentation requirements and application process, including the issues businesses should consider before applying.

Important distinction: This article focuses on the Oil and Gas Industry Service Permit for service providers. It does not cover every licence or approval issued by NUPRC to upstream petroleum operators, facility owners or other regulated entities. The requirements for those approvals may differ.

What Is an NUPRC OGISP Permit, and Which Businesses Need One?

The Oil and Gas Industry Service Permit (OGISP) is a permit administered by the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) for companies providing specified services to the upstream petroleum industry.

NUPRC operates an online portal through which eligible companies can apply for permits, submit supporting documents, pay applicable fees and monitor their applications. The Commission’s published guidelines state that companies rendering covered services to upstream petroleum licensees and lessees are required to obtain the relevant permit.

Which businesses should consider applying?

Your business may need to consider an OGISP permit if it intends to provide services to oil and gas operators or contractors in areas covered by the Commission’s permit framework. The relevant category depends on the actual services your company intends to provide, not simply the fact that it operates in the oil and gas sector. Before applying, consider the following:

  • The nature of your services: Identify the specific service or job specification your company intends to undertake.
  • Your prospective clients: Establish whether your services will be provided to upstream petroleum operators, licensees, lessees or other relevant industry participants.
  • The applicable permit category: Determine whether your services fall under the General, Major or Specialized category.
  • Additional regulatory requirements: Some services may require separate accreditation or other approvals in addition to an OGISP permit.

The OGISP portal allows companies to select relevant service categories and job specifications during the application process. The Commission also publishes additional requirements for certain specialized services.

Is an OGISP permit the same as every other NUPRC licence?

No. The OGISP is specifically concerned with covered oil and gas industry services. It should not be confused with petroleum exploration and production licences, offshore safety permits, or other approvals that may apply to particular operations, facilities or personnel. Each has its own scope and requirements.

Before you apply: Confirm the precise service you intend to provide and the corresponding permit category. Selecting a category based solely on its fee, or choosing a broad description that does not accurately reflect your business activities, may lead to avoidable application issues.

NUPRC OGISP Permit Categories

The NUPRC Oil and Gas Industry Service Permit framework has three categories: General, Major and Specialized. The appropriate category depends on the services your company intends to provide and the job specifications listed on the OGISP portal.

The categories are not interchangeable. In particular, the Specialized Category requires relevant and verifiable technical skills and competencies, while some services under the Major and Specialized Categories require additional professional registrations, accreditation or supporting documents.

1. General Category

The General Category covers specified basic artisan works and maintenance services identified in the NUPRC guidelines. Examples listed under this category include:

  • Artisan works: minor welding, minor plumbing, minor painting and photography.
  • Artisan maintenance: minor civil, minor mechanical and minor electrical services.
  • Minor supply: minor civil maintenance materials, minor mechanical maintenance materials, minor electrical maintenance materials and plumbing materials.

These examples are drawn from the published OGISP guidelines. They should not be treated as an exhaustive list of all services available on the portal.

Who should consider this category? A company whose proposed activities fall within the specific General Category job descriptions should assess this option first. However, the company should confirm that its actual service offering matches the relevant job specification rather than choosing the category simply because the service appears relatively basic.

2. Major Category

The Major Category includes specified rehabilitation, upgrade and fabrication works, as well as certain general supplies and heating, cooling and energy-related products. Examples include:

  • rehabilitation, upgrade and fabrication works;
  • equipment and material supply;
  • domestic waterborehole;
  • protocol and logistics;
  • laboratory;
  • onshore waste management;
  • survey;
  • integrity test;
  • haulage;
  • medical and pharmaceutical; and
  • hospitality.

Who should consider this category? Businesses providing the listed construction-related works, mechanical or electrical services, fabrication, specified equipment supplies or other activities expressly listed under the Major Category should compare their proposed services against the portal’s current job specifications.

3. Specialized Category

The Specialized Category is intended for services requiring relevant and verifiable technical skills, specialized competencies or technical qualifications. Unlike a basic service application, a Specialized Category application may require a more detailed demonstration of the company’s technical capacity, personnel, experience and relevant professional or regulatory registrations. Examples of services under this category include:

  • aviation support services;
  • calibration services;
  • offshore pipeline laying;
  • major construction services;
  • drilling and production services;
  • exploration;
  • technical consultancy;
  • special transportation services;
  • dredging services;
  • waste management services;
  • underwater inspection and services;
  • hospital and medical services;
  • heavy duty equipment supply, installation and maintenance services;
  • communication services;
  • international freight, clearing and forwarding;
  • insurance; and
  • automobile services, among others.

Who should consider this category? A company proposing to provide a service specifically listed under the Specialized Category should assess its technical qualifications, staff capacity and relevant registrations before applying. It should not assume that a general company profile and incorporation documents will be sufficient.

How Do You Choose the Correct Category?

Before starting an application, prepare a clear description of the services your company intends to offer to the upstream petroleum industry. Then:

  1. Match each service to the relevant category and job specification on the OGISP portal.
  2. Identify any additional professional registrations, accreditation or technical documents required.
  3. Check whether your company needs to apply for more than one category because it offers different services.
  4. Prepare the documents applicable to each selected category before paying and submitting the application.

Companies may need to apply for more than one permit if they offer multiple services.

How to Apply for an NUPRC OGISP Permit in Nigeria

NUPRC processes OGISP applications through its online portal. The process generally involves creating a company account, selecting the relevant permit category and services, completing the application, paying the applicable fee, uploading supporting documents and submitting the application.

Step 1: Create a company account

Visit the official OGISP portal at ogisp.nuprc.gov.ng and register a company account if you do not already have one. You will need a valid email address and must complete the email verification process before logging in. Existing account holders can log in to their company dashboard.

Step 2: Select the permit category and services

From the dashboard, select Apply Now and follow the on-screen instructions. The application form allows you to select the relevant category, services and job specifications and provide other requested information. Review these selections carefully to ensure they reflect your company’s intended activities. If your company provides multiple services that fall under different categories, assess whether separate applications are required for those services.

Step 3: Complete the application form

Provide the requested company information and complete the relevant sections of the online application. Review the information for accuracy, particularly the company’s registered details, selected services and supporting information. The portal indicates incomplete sections and required fields, allowing you to review your application before final submission.

Step 4: Pay the applicable application fee

Pay the fee displayed for the selected permit category using the payment options provided through the portal. Confirm the current fee on the official portal before making payment.

Payment alone does not guarantee that a permit will be issued. The application must still satisfy the applicable documentation and assessment requirements.

Step 5: Upload the required documents

Upload the documents applicable to your category and service. Check that each document is complete, legible and consistent with the details entered in the application.

Step 6: Review and submit the application

Before submitting, confirm that all required sections have been completed and that the appropriate supporting documents have been uploaded. Retain your payment confirmation and application details for reference. If the portal identifies incomplete information or missing documents, resolve those issues before finalizing the submission.

Step 7: Monitor the application

Use your OGISP dashboard to check the status of the application. The portal states that applicants may also receive email and SMS notifications as their applications progress.

General and Major Category applications are processed within a maximum of 72 hours (three working days) after payment confirmation. Specialized Category applications may take longer. A queried application or incomplete documentation can lead to a longer processing timeline.

If an application is rejected or requires corrections, review the portal’s feedback, upload or amend the relevant documents and follow the applicable resubmission process.

Step 8: Download the permit and track its expiry

Once the application is approved, log in to your account to access and download the permit. Permits are valid for one year and should be renewed annually from the date of approval. Keep a record of the approval date and plan for renewal before expiry.

Common Issues That Can Delay an OGISP Application

Businesses can reduce avoidable delays by addressing the following issues before submission:

  • Incomplete documentation: A required CAC, tax, NSITF, technical or other supporting document is missing.
  • Unmet technical requirements: The selected service requires a proficiency certificate, accreditation or evidence of technical competence that the applicant has not provided.
  • Inconsistent company information: The company name, registration details or other information differs across the application and supporting documents.
  • Poor-quality uploads: Documents are illegible, incomplete, in an unsupported format or exceed the portal’s file-size limit.

Reviewing the category and documents before submitting can help reduce avoidable errors and the need for corrections.
